Wastewater Treatment Plant Operator II

This is skilled position that oversees operating and controlling wastewater treatment plant equipment and processes. Employee is responsible for seeing that all equipment and processes are operating properly. In the absence of the Process Control Manager or the Operations Shift Supervisor, the employee is responsible for the operation of the wastewater treatment plant during his scheduled shift. Under most circumstances, work is performed under the supervision of an Operations Shift Supervisor or a Process Control Manager.

Department: Wastewater Treatment Plant (WWTP)
Salary: $18.37/hour per union contract

Typical Work: - Operates and monitors all wastewater treatment plant equipment. - Takes periodic samples. - Reads and records meter and gauge readings. - Reports malfunctioning equipment and may perform minor maintenance. - Prepares and dispenses chemicals. - Performs other related work as required. - In the absence of the supervisor, the most senior Operator II will oversee the operation of the treatment plant. These duties may include: ·Completion of shift operations paperwork. ·Assigning areas of responsibility equitably. ·Logs any leave requests in appropriate book and fills any necessary overtime. ·Directs and assists in equipment re-assignment because of malfunction or other need.

Required Skills: - Increased knowledge of the methods, practices, procedures, and techniques used in the operation and routine maintenance of the wastewater treatment plant equipment. - Knowledge of the occupational hazards and safety procedures of the work. - Ability to read and record meter and gauge readings accurately. - Ability to perform routine tasks using the Westinghouse Computer System. - Ability to operate equipment in a safe manner. - Ability to understand and follow oral and written instructions.

Minimum Experience: - High school diploma or equivalent is desirable. - Twelve months experience in the operation of a wastewater treatment plant is required or the successful completion of both Volumes I and II of the "Operation of Wastewater Treatment Plants" correspondence courses offered by the Office of Water Programs - California State University, Sacramento, California. - Possession of a valid motor vehicle operator license as issued by the Commonwealth of Pennsylvania is desirable. NECESSARY SPECIAL QUALIFICATIONS When required by the Commonwealth of Pennsylvania, possession of or ability to obtain the necessary treatment plant license. RESIDENCY REQUIREMENT Employee in this position must comply with Article 165 "Employment Provisions", of the Codified Ordinances of The City of York, Pennsylvania, Section 165.07 "Residency Requirements" effective February 1, 1994.


Programmer

The position of Programmer is responsible for the production of custom applications as assigned by the Deputy BA or Senior Programmer. The Programmer will produce the custom applications by writing programming codes.

Typical Work: · Design, develop and distribute custom business and utility applications. · Read, understand and convert existing source code into current development standards. · Create stored procedures and triggers for automation and back end functionality in Microsoft SQL 2000. · Create add?in applications and utilities for existing major business systems and middleware.

Required Skills: · Thorough understanding of Microsoft Visual Basic 6.0 including extensive use of the WIN32 API and third party SDK's. · Thorough understanding of application development with Microsoft SQL and Oracle back ends. · Understanding of COM/DCOM. · Extensive knowledge of database connectivity utilizing ODBC, DB-OLE, ADO and DBO object models. · Fluent in object oriented programming. · Thorough knowledge of Crystal Reports · Experience with GUI development, relational database and object oriented design. · Excellent verbal, written, technical, and project management skills. · Proficient with Visual Source Safe. · Understanding of multi-user application development and associated networking protocols. · Experience in ASP. · Experience with handheld applications, Pendragon Forms helpful.

Minimum Experience: · High School Diploma or GED. · Practical programming experience using forth generation languages for enterprise application development in a government/municipal of business setting. · Experience in database connectivity. · Experience developing multi-user applications. Experience working on large-scale development projects. Experience with Windows NT, Novell NetWare and UNIX. · Experience in a distributed computing environment. Office Coordinator

The Office Coordinator in the Bureau of Permits, Planning and Zoning, performs customer service and office coordination tasks involving examination of submitted documents for completeness and accuracy, provides clerical support to the field inspectors, enters data into databases, and performs clerical work. The position requires an individual with a positive customer service orientation, capable of handling multiple tasks with regular interruptions. The work is performed under the general supervision of the Deputy Director of the Bureau of Permits, Planning and Zoning.

Salary: $13.95/hour after probationary period

Typical Work: · Receives and reviews all applications for proper information before forwarding to Permit Technician · Enter properly submitted plans for plan review into Complaint Tracking and forwards to Permit Technician for proper display in plan review area · Collects proper fees for applications and issues receipts. · Open and close safe to retrieve cash drawer. · Prove revenue at end of business day. · Copying and filing of necessary paperwork. · Receives Certificate of Use and Occupancy applications and schedules the inspections. · Maintain Certificate of Use and Occupancy database. · Issues final Certificate of Occupancies · Prepares and distributes schedules of CO inspections to appropriate Bureau, weekly. · Collect fees and Issue Health, Vendor, Solicitor, Mechanical and Jukebox Licenses. · Receive proper fee for Grease Trap Inspection and Plan Reviews. · Distributes Bureau Mail. · Maintains accurate and current files. · Collects and forward bureau time sheets. · Provides clerical support for Bureau personnel. · Answers phone and checks voicemail on a daily basis. · Receives and forwards the New Business Applications to the Zoning officer · Receives New Business Tax number from Tax Bureau via e-mail and phones applicant regarding approval or rejection of application. · Fax all pertinent information regarding permits that are HARB applicable to Historic York, Inc. · Maintains HARB Database. · Responsible for the maintaining of Contractor's insurance forms through the Hansen database, insurance binders and Affidavit of Exemption binders. · Performs other related work as required.

Required Skills: · Proficient in the use and operation of the Hanson Permitting System and Arc Explorer or capable of becoming proficient in their use within 90 days · Ability to exercise good judgement, tact, and discretion in dealing with individuals having business with The City of York · Knowledge of office practices and bookkeeping/accounting procedures · Ability to maintain an effective working relationship with internal and external customers, both by phone and in person · Competency in PC office software such as Word, Access, and Excel; knowledgeable in the use of Sewer Browser · Ability to identify the following for completion: permit applications; submission of building plans for review; applications for various licenses · Ability to acquire a basic knowledge of the geography of the City of York and the Codified Ordinances of the City of York · Ability to acquire a basic knowledge of building components, methods and materials

RESIDENCY REQUIREMENTS

(a) "Employee" means any person appointed to any position of employment by the City, whether such employment be full or part-time provided such person receives financial compensation from the City subject to withholding taxes by the State or Federal government. 

(b) "Residence" means the actual domicile where the employee normally eats and sleeps and maintains a normal household. 

(c) All persons who shall become employed by the City (other than department heads who remain subject to the provisions of Section 121.03(b)) on or after the effective date of this section shall be or become residents of the City within six months from the first date the employee achieves permanent employment status. 

(d) All new employees, once their residence in the City is established, shall be required to maintain residence within the City during their employment. Failure to do so shall be determined to be a forfeiture of employment. 

(e) Effective February l, 1994, and thereafter annually, every employee of the City shall file, with the City Controller, a certificate stating the employee\'s name and place of residence. Such a residence certificate shall be signed under penalty of perjury. The City Controller may also, from time to time, require proof of the bona fide residence of any employee of the City, to determine such employee\'s eligibility to receive financial compensation from the City. 

(f) Officials and employees of the City shall be subject to such residency requirement as may now or in the future be imposed by the laws of the Commonwealth of Pennsylvania or by any contract or agreement resulting from the collective bargaining process. (Ord. 3-1994 §1. Passed 2-l-94.)
