York City Council's Legislative sessions are held at 7:00 p.m. on the first and third Tuesday of each month, in Council Chambers, 1 Marketway West, 3rd Floor, York, PA, except when such Tuesday is a legal holiday observed by the City Goverment, summer recess, or when the general and/or primary elections fall on such Tuesday, then the regular meeting will be held on the following day or on such other day as the Council shall designate. Council may also meet on other days and times as posted. The Mayor or the President of Council, as the case may be, may and, upon written request of a majority of the members of the Council, call a special or emergency meeting and no other business shall be considered. All meetings of Council are open to the public.

In an effort to create format and allow productivity of Council meetings, Council has adopted a set Rules and Procedures which shall govern Council meetings. Copies of said Rules and Procedures shall be made available to the public in Council Chambers during scheduled meetings and copies may also be obtained by contacting the York City Clerk or you may click here to view the Rules.  Public comment begins promptly at 6:30 p.m. and ends at 7:00 p.m.  Upon calling the meeting to order, the presiding officer may explain the need to sign up for the comment period and ask if all those wishing to address the Council had an opportunity to sign up. Each speaker shall have five- (5) minutes to speak, however, the presiding officer may reduce the time limit down to three- (3) minutes if the number of speakers who have signed up would extend the time period beyond the thirty- (30) minutes scheduled for public comment and/or may resume public comment after adjourning Council's legislative meeting.

To appear before the City Council, contact the City Clerk at (717) 849-2246. Please read the Rules and Procedures for York City Council.(pdf)
