York Homebuyers Assistance Program (YHAP)
York Homebuyer Assistance Program, previously called the "3/2 Program", offers financial assistance to eligible homebuyers towards down payment and closing cost. The 3/2 Program is funded through HUD's Home Investment Partnership Program (HOME) and is administered by the Bureau of Housing Services and the Housing Alliance of York. The p
rogram is designed to utilize a wide array of flexible mortgage products offered by the secondary mortgage market, the Rural Housing Services, the Veterans' Administration, the Federal Housing Administration, the Pennsylvania Housing Finance Agency, York Habitat For Humanity, and individual mortgage lenders to fund first mortgages on properties being purchased by families and individuals with modest incomes.
The City offers a 5-year forgivable loan to assist people with down payment and closing cost. The loan covers 2% of the down payment and up to 8% of the closing costs and is secured by a lein on the mortgage. The buyer must contribute 3% or $1000, whichever is greater, of their own funds. The loan is forgiven at 20% a year until the fifth year when it is forgiven entirely. The house must be the homeowner's primary residence for that time. The assistance is subjected to prorated repayment should the owner move, refinance, sell the property, or if it determined that the City of York received misleading or inaccurate information during the application process.
Free first time homebuyer workshops are offered through the Housing Alliance of York located at 35 South Duke Street. Each workshop offers lectures and a question and answer periods from different industry professionals such as lenders, realtors, credit councilors, and fair housing practitioners. These workshops are manditory to participate in YHAP as well as helpful and informative for anyone in the process of buying their first home.

Owner-Occupied Rehabilitation Program
The City of York, Bureau of Housing Services, Owner Occupied Rehabilitation Program was established under the guidelines set forth under the Community Development Block Grant Program in accordance withTitle 1 of the Housing and Community Development Act of 1974, Section 101 and }570.202.
The Owner Occupied Rehabilitation Program is designed to assist low and moderate-income homeowners with the necessary funds to rehabilitate their properties. The Owner Occupied Rehab Program is divided into two sub programs: Critical Need and Regular, or Standard Housing Rehab Program. The Critical Need Program addresses housing deficiencies which may be dertrimental to the health and well being of the owner. The program is also geared to providing handicap accessibility if the homeowner and/or family merit that service. The Regular or Standard Housing Rehab Program is designed to bring the dwelling to compliance with the City of York Housing Code.
Low and moderate-income guidelines are defined by the U.S. Department of Housing and Urban Development. All funds utilized are received and distributed by the City of York from Community Development Block Grant (CDBG) Program funds in accordance

with Title 1 of the Housing and Community Development Act of 1974. The City of York, an entitlement community (central city with a population of 50,000 or greater) receives its CDBG program funds according to a statutory formula, which allocates sums of money to entitlement communities for use in community development programs.
