YORK CITY TRASH COLLECTIONS DELAYED 1-DAY FOLLOWING THANKSGIVING HOLIDAY
Due to the Thanksgiving holiday, all regular Thursday and Friday trash collections will be delayed one (1) day. For this holiday week only, Thursday customers will be collected on Friday and Friday customers will be collected on Saturday.Collections for Monday and Tuesday are not affected by this holiday and will be picked up on the regularly scheduled day.

Additionally, City offices will be closed on Thursday and Friday, November 26th and 27th, in observance of the Thanksgiving holiday.



YORK CITY HEALTH BUREAU OFFERING H1N1 VACCINE TO HIGH-RISK CHILDREN AND ADULTS WHO RESIDE IN YORK CITY

The York City Bureau of Health announces that it's offering free H1N1 vaccine by appointment to high-risk children and adults who reside in York City. The Bureau's nursing staff will continue to vaccinate York City School children in the weeks ahead, but will set aside as many as 15 hours per week to offer H1N1 vaccines at the Health Center.

The CDC has identified the following groups as priority groups for receiving the vaccination.
· Pregnant women
· Persons six months to 24 years old
· Healthcare providers and EMS personnel
· Parents, household members or caregivers of children under 6 months
· Those under 65 with significant underlying medical conditions

SWINE FLU VACCINE CLINIC FOR TODDLERS AND PRE-SCHOOL CHILDREN NOV. 24TH AT YORK EXPO CENTER

The York/Adams Metropolitan Medical Response System (YAMMRS) has announced a Swine Flu vaccine clinic for toddlers and pre-school children on Tuesday, Nov. 24, from 9 a.m to 6 p.m. at the York Expo Center. Children should be between the ages of 6 months to 5 years.

Since there will be a limited supply of both the injectable and intra-nasal vaccines, children must be pre-registered by the parent/legal guardian who will accompany them to the vaccination site. Registration can be made by calling 1-877-226-9890 or 812-4435 between the hours of
8 a.m. to 6 p.m. today (Thursday) and Friday. A photo ID of the accompanying parent/legal guardian must be shown at the vaccination location.

Registrations will be taken on a first-come, first-serve basis. Due to the limited supply of Swine Flu vaccine, YAMMRS might not be able to schedule all individuals requesting the vaccine.

PENNSYLVANIA DEPARTMENT OF HEALTH OFFERS H1N1 VACCINE CLINICS TO PRIORITY GROUPS ON NOVEMBER 20, 21 and 22

The Pennsylvania Department of Health (PA DOH) has announced free H1N1 Influenza Vaccine clinics for this coming weekend, November 20-22, 2009. Eighteen clinic locations will be set up all across the state - 3 clinics in each of the 6 PA DOH districts. The two nearest clinics for York County residents are:
· Dauphin County State Health Center, 30 Kline Plaza, Harrisburg 17104
· Lancaster Public Safety Center, 101 Champ Blvd., Manheim 17545

Clinic hours are on Friday, Nov. 20 and Sunday, Nov. 22 from 2 p.m. to 8 p.m. Hours on Saturday, Nov. 21, will be from 8 a.m. to 2 p.m. The PA DOH asks that only individuals in the following priority groups attend the clinics:
· Individuals between the ages of 6 months and 24 years;
· Household contacts and caregivers for children younger than 6 months;
· Pregnant women;
· Healthcare providers and emergency medical services personnel; and
· Individuals under 65 years of age with underlying health conditions, including asthma, diabetes, suppressed immune systems, heart disease, kidney disease, and neurocognitive and neuromuscular disorders.

Barbara Kovacs, Director of the York City Bureau of Health, strongly encourages any York County residents in the five priority groups to try to attend one of these free clinics.

Individuals in the recommended target groups must schedule an appointment time, day and location prior to the clinic in order to receive the H1N1 vaccine. This will ensure that the correct type and amount of vaccine is available at each location. Appointments can be made by visiting this page, clicking on "What's Hot," 24 hours a day. Individuals without Internet access can call 1-877-PA HEALTH (1-877-724-3258) between the hours of 8 a.m. and 5 p.m. Telephone lines are limited.

YORK CITY BUREAU OF HEALTH ANNOUNCES NEW PROGRAM FOR YORK CITY RESIDENTS SUFFERING FROM SWINE FLU THIS FALL AND WINTER
The York City Bureau of Health announces a new program for York City residents suffering from Swine Flu this fall and winter. The antiviral medications Tamiflu® and Relenza® will be available at the Health Bureau free of charge for individuals who are uninsured or unable to afford the medication or who are unable to obtain the medication from local pharmacies due to a shortage of supply.

Medications for this new program come from the federal Strategic National Stockpile (SNS) to the Pennsylvania Department of Health and then to the York City Bureau of Health. These medications will be provided at no charge to qualified York City residents.

Enrollment for the free medication starts first with the individual’s medical care provider who must certify that the individual is eligible, meaning a City resident with Swine Flu who is unable to afford the medication or unable to obtain the medication at a local pharmacy due to inadequate supplies. The enrollment form will then be forwarded to the Health Bureau’s Albert S. Weyer Health Center at 435 West Philadelphia Street where the medication will be dispensed. RESIDENTIAL PARKING FOR PEOPLE WITH DISABILITIES AND DISABLED VETERANS

It is very important that this application be filled out completely and legibly. An application that is incomplete, illegible or otherwise not filled out in compliance with the explicit instructions given on the application will be returned to the applicant without action.


All applicants must have their physician certify the nature of the disability.

Return the application fee of $50.00 with the completed application. The application fee of $50.00 is non-refundable. Please submit the application fee in the form of check or money order by mail. FUNDS AVAILABLE FOR FIRST-TIME HOMEBUYERS WHO QUALIFY

Mayor John S. Brenner reminds residents that the Bureau of Housing Services has funds available for the York Homebuyers Assistance Program (YHAP), which assists low/moderate income first-time homebuyers with closing costs and downpayments on properties located in the City of York. Applicants must meet HUD income guidelines and participate in the free first-time homebuyer workshops offered at the Housing Alliance of York. As an added incentive The American Recovery and Reinvestment Act of 2009 authorizes a tax credit of up to $8,000 for qualified first-time home buyers purchasing a principal residence by April 30, 2010.  Coupled with the City’s money, a home buyer could potentially be eligible for upwards of $16,000. SIDEWALK IMPROVEMENT PROGRAM AVAILABLE FOR CITY RESIDENTS

The City of York has partnered with Fulton Bank to provide City property owners with low-interest loans for the improvement of sidewalks. Property owners are encouraged to utilize a low, monthly payment Home Equity Loan to repair their sidewalks. Interested property owners can contact any one of the four following Fulton Bank branches in the York City area for more information: Downtown York, (717) 771-4224; Richland Ave., (717) 771-4322; South Queen St., (717) 771-4319; South York Plaza, (717) 747-9962.

The Sidewalk Improvement Program goals are to improve the existing City infrastructure, while promoting walkability and connectivity throughout the City of York. Increases in fuel costs have prompted many individuals to look for more efficient modes of transportation.  Properly maintained sidewalks promote connectivity throughout the City and encourage people to visit and frequent York City businesses and services.

Citizens are encouraged to repair their sidewalks. However, all sidewalk repairs must be conducted in accordance with all Building Codes and require all applicable permits.

PENNIES FOR PROGRAMS MAKE CENTS!

The York City Parks and Recreation Department has launched Pennies for Programs, a fund-raising drive to raise money for the Summer Playground Program.  The goal is to raise $10,000, which will be used to run the summer playground program. The City’s Summer Playground Program serves children ages 6 to 12 at four parks throughout the City – Albemarle, Lincoln, Thackston and Memorial parks.

TOWING DISCONTINUED
YEAR-ROUND STREET SWEEPING AND TICKETING CONTINUE
The City of York announces that towing is discontinued, effective immediately. However, year-round street sweeping and ticketing continue. Year-round street sweeping and ticketing take place on certain streets in the City of York on Friday mornings, 7:15 a.m. to 11:45 a.m. on the following streets.

Look for a whole new fleet of green Penn Waste recycling trucks on Monday, June 2, 2008. 

What does this mean for Penn Waste customers?

Paper products may be put in recycling bins with containers. 
Just be sure paper is covered by heavier material so it doesn't blow away.

Penn Waste will accept any size of cardboard if it is flattened.

FINAL CURBSIDE YARD WASTE COLLECTIONS
DECEMBER 14TH AND 15TH
Final yard waste collections for York City will take place on Monday, December 14th in the Monday refuse area and on Tuesday, December 15th in the Tuesday refuse area.

Grass clippings are not part of the yard waste program. Grass should either be left on the lawn or bagged with the  normal trash limit. Do not mix grass with yard waste.

Yard waste must be properly prepared for curbside collection in one of these ways:
1. Place in authorized yellow yard waste cans (Max. 40 pounds)
2. Place in biodegradable paper yard waste bags only(Do not use any plastic bags).
3. Bundle branches (Max. branch 4" diameter; Max. bundle 3' length and 40 pounds).

Yellow yard waste cans ($10 each) and biodegradable paper yard waste bags ($5/pack of 10 bags) are available at the Public Works office, 1 W. Market St., 3rd floor. Proof of City residency will be required. Paper leaf and yard waste bags which are sold at retail stores may also be used.


YARD WASTE SITE WILL OPEN TO YORK CITY CUSTOMERS ONLY
The City’s Yard Waste Facility at the Memorial Stadium is open the 1st Saturday of the month from 10:00 a.m. to 2:00 p.m., during the months of April through December (weather permitting).  Customers must provide proof of customer status or residency, such as a valid license or a recent sewer bill.  This drop-off facility is accessible to York City customers only and should be used only during the hours of operation.  Violators will be prosecuted under the local ordinance for illegal dumping and may be fined up to $600!

CITY REMINDS RESIDENTS TO USE LARGE ITEM COLLECTION SERVICE
                                      
In an effort to keep City properties and streets clean, the City of York reminds residents to use the large item collection service.  Household items that do not fit the weight and size limits for regular trash are “large items.” 
 


Here’s how the large item collection service works:

Large items must be scheduled about a week in advance. York City refuse customers only may schedule up to five (5) household furniture/appliance items each week, as needed. There are some items that will not be collected through the City’s curbside program and that must be handled privately. Please see attached list for items included and excluded from this program.

To schedule a large-item pick up please call 843-1240 Monday through Thursday, 9 a.m. to 3:30 p.m.

A complete list of items that may be scheduled for large item collection is available for viewing. Remember, large items must be scheduled in advance.

Violations of Article 951 of the City's codified ordinances could result in fines up to $600 per occurrence. 
Free recycling bins and buckets will be available to York City curbside customers only. York City curbside customers may pick up a new recycling bin or bucket on from at Continental Square Downtown. Proof of customer status and city address such as a driver’s license or sewer bill will be required.
